 Francis L. (Frank) Worden, a co-founder of Hellgate and Missoula, was a business partner of C. P. Higgins. One of Missoula's leading merchants, he and Higgins organized its first water plant. As the representative for Missoula, Choteau, and Deer Lodge Counties in the first territorial legislature in Bannack, Worden championed the creation of the Montana Historical Society. The1874 F. L. Worden house still stands today as the oldest residence in Missoula.
